Why do pirates only raid?

They can easily take over my stations and planets if they wanted too...

Yeah it was so great. It started with them building a "Pirate Hideout" in wake of their raid. Which added corruption and transfered all corruption cash to them.
Then there was a 2nd tier. And the 3rd tier just transfered ownership completely. At this point they could recrtui armies and were de-facto a real empire.
Good, more for me to turn off. I hate those pirates.
This was a very long term mechanic though as it simulated the pirates advancement of getting their agents and lackeys into the relevant planetary power structures and take over control of them. No good reason mechanically or narratively why they can't take over your stations, but I guess it's just for balance - they want them to be a nuisance not a major competitor.
That said, i really can't wait for them to become playable like in the DW1 expansion!
Do they really?
