March 1941, Romania hasn't joined. Hungary either. Forget, why not?

Turkey has joined Axis base on Diplomacy.
Bulgaria joined.
Yugoslavia has not activated.
Spain has not activated.
Nothing else crazy.

Nothing in the manual,

Yes, France was defeated.

Opponent was putting Diplo in Spain.
Axis got Turkey to convert via Diplo.
Bulgaria joined Axis.
Hungary/Romania did not.
Had to do Barby in June '41, no waiting.
Put some Diplo into Romania.
Hungary might have gone to 89%
Yugo just joined Allies.

Never dull moment.

Thats because the turkey

as always when you play human, the AI checks sides, if you got turkey by diplo means that the AI still working to balance the macht, egal if human, The AI check that you are too strong, and dont want you to take yugoeslavia easy

What the AI check now is yougoeslavia, they dont want to make war against yugoeslavoia (giving you Hunary.Romania) having you turkey

what i mean is that the AI is historical, but having turkey is not historical, so then the AI does also not historical and does not give you Hungary, Romania.

you did to well, (Having Turkey), which is not historical, and the AI (because is an event historical) dont give you the event Hungary-Romania.

Thast what happend when you do something not historical; that the AI also do not follow the historical part of the game.

There's a 60% chance per turn from October 1940 of Hungary joining the Axis. There are some other conditions, e.g. France having surrendered, Italy having joined the Axis, and Romania being pro-Axis (not necessarily fully mobilized).

Romania has similar checks but with a 40% chance per turn rather than 60%.

From the description of your game it suggests that the dice Gods haven't yet rolled the required score, so hopefully they soon will.
