Please lock SU's with their HQ once they've been used in a battle that turn.

Should it apply to an attacker only?

As for example Soviets on a next turn will be not able to move this SU because they were in a battle.

Yes, only in the same players turn.

I mean that you made an attack on turn 110 as an axis.
Soviets had SU in a battle.
You finish your turn.
And now Soviets has their turn, it is also turn 110 or 111?
If it is 110 then they will be not able to detach SU as they were participating in a battle.

As you said, after axis finishes their turn, it's now the Soviet's turn. The weeks don't really mean anything in this context.

I'm not sure I understand the concern.
Is it realism - you couldn't have different SUs supporting different attacks by the same corps?
Or game balance - the attacker gains too much advantage by rotating the SUs?

I think it's a little bit of both, but more of a game balance issue. It's not that different SU's are supporting attacks, but rather that these support units are being subordinated to a division/corps and stripped the same week. I doubt something like that happened very often, and the assignments were probably much longer in duration - if not permanent. I don't have any real knowledge about that though. I think if a corps has moved 100 miles and fought a battle, that is not a time when it's feasible to change their command structure...

The real issue is that it gives the Soviets too much flexibility. In this case, the tank corps was tooled for offense with 3 tanks brigades, and then after the combat, they are replaced by 3 fresh rifle brigades for defense. Additionally, these SU's are likely teleporting all the way back to STAVKA , where they can refit/resupply without impacting the local supply situation.

It's even possible to assign SU's, attack, then strip them and replace them all in the same turn as well.

Yep.
Attack with tanks
replace with rifle brigades, as tanks suck at defense, for some reason
and in case of encirclement and potential route or surrender - lose less trucks

To me it is gamey to send and withdraw SUs from a division in 1 turn if they are committed to combat.

If someone wants the SU hit and run tactic they can stick to Hq.
