Happened to see a couple interviews with this author recently on this topic.

Most remember him contrasting the relatively low training hours for Russian pilots, who barely get enough for basic proficiency. Also, they tend to train veterans more, which keeps the proficiency populations small and based on seniority.
As to China, the takeaway was their strict procedure training with no room for creativity and adaptability. This reflects their military leadership style, and limits pilots exposure to different situations and ability to adapt to circumstances. They are still in a defensive and cautious posture with they Air Force, but learning quickly.

Interview was on this new channel by ex-Tomcat RIO Ward Carroll, who I recently started to watch regularly. Posts a good variety of topics on military aviation and can tell a good story.
