Colony Tooltip Question

Sorry for the noob question, I searched colony tooltip but didn't find anything. Also didn't find it in the tour or galactopedia or manual.
What does the blue arrow eencircling the orange box mean on the colony tooltip?
Also, where should I look for explanations of these type of things?

So here you can look what planets can be colonized.

I do not understand/now what you mean with the other question.
But the galaxy window and its icons is depending on the selected menues to the lft.
So what you mean with orange circle could be a signal that in this system is a colonizable planet.
The blue arrow could be the path of a ship or fleet

Its the orange box with the blue arrow.

I'm pretty sure it tells you that this location offers refueling (as from a mining station on a caslon deposit, or a starbase, or a planet).

Some of them are blue arrows encircling an orange droplet, others are blue arrows encircling a blue droplet. Does anyone know what they mean? I'm guessing orange is ones you have access to, and blue is other empires you don't have refuelling rights with, but does anyone know for sure?
