[BUG - Version 1.0.2.1] Actual population max is far below quoted number.

@Erik, even after reading your most recent bit of info about colonization, I still think something is off with the mechanics or at least the way the information is being presented. While you've said that low suitability means the achievable population can be below what is quoted as the max, in this example I've got three planets with exactly the same suitability but radically different levels of "max utilization" ranging from 42.86%, 60.02%, and 100+% ability to fill the planet with pops.

After seeing some people talk about this in discord, I set about testing how this works. While the Galactopedia says that high levels of suitability should increase max population above the estimated Max Pop size, what ISN'T addressed is that even with a suitability of 20, the achieved population can be as low as ~42.86% percent of what the max pop size should be.

But the theoretical max pop of this planet is a full 2827m. If you divide the actual max by the theoretical max, you've achieved only 60.03% of the quoted max.

However, this actual max being far below theoretical only occurs for all planets that are not your homeworld's type.
I edited my homeworld to have the exact same +20 suitability as the Sandy Desert Planet, and as you can see - the achievable max is higher than the theoretical max, which is consistent with the Galactopedia entry.

The same thing occurs with native planet types that are not your homeworld (Rocky Desert type)

But take an extreme case, where you colonise a Grassland planet of Size 6000 and quality 70% (giving 20 suitability for Mortalens). The achieved pop max is only 42.86% of the quoted maximum.

I'm presenting this as a bug - because this functionality is not documented or covered anywhere and I fail to see how this would be WAD. Save game is attached, check home system and look at the three planets.

To provide a further update, the current system is even more impenetrable than I thought.

The 100% utilisation rate I observed was with Mortalens, who have a very high bonus to their main planet type.

I extended the testing to humans, who have the relatively small +10% bonus.

What I found is that even with a 90% quality Continental World (native type), and a corresponding suitability of 50, the maximum actual population capacity you can achieve is about 83.3416%.

So despite suitability for humans being 50, and the Mortalens having as low as 20 on their native world type - the Mortalens get to go over max population, but the humans can't even reach 100% max pop on their native world type.

So the entire measure of suitability is not consistent across different species that have different bonuses to their planet type.
