Not sure if this is a bug, I noticed that HARM could inflict a disproportionate high damage to target.
One HARM causing serious fire and flooding,.Two HARM will sink a FFG.

From combat log

3/19/2022 1:57:49 PM - 100% penetration achieved

But from the DB AGM-88B has 65kg Frag (65DP)

What's the reason behind such high damage inflicted on naval vessel?

I'm going to take a look and see what I see, but check the range that the HARM was fired at. I think quite a while ago, some form of unspent rocket fuel damage was factored in. My memory is a little foggy on it. Not sure what the actual impact (no pun intended) is in the game or in real life, but its something to look at.

Ran it another 10 times and The issue you saw is consistent. I saw about half of the hits (5) cause over 160 DP with fire and flooding. I saw 4 cause from 3 to 50 DP and only effected comms/sensors on the upper parts of the ship. Had one HARM actually miss. Most were fired from 50 nm. Firing from further away seemed to make no difference.

I did play around with the firing angle to see if it made any difference and anecdotally it looked like side shots caused more damage than head on shots. Could just be coincidence or designed that way. As far as I got.
