You need to put a single fleet (best in Raider mode) next to the port under blockade.
I think this is it but I am relearning the game the hard way.

Not quite. The net ship number needs to be less than 3. So if three ships are blocking you need one blockade runner (doesn’t need to be raider mode)

Raider mode to avoid been destroyed.
The net ship number needs to be < 3 or <= 3.
Here I have four ships (1 CVL, 2 BB, 1 DD) and the blockade is not working.

Thank you. So basically bigger fleet wins.

I break blockades by using night movement and a destroyer or cruiser - one is enough, but you can use more for better defense. During the enemy's next turn your ships cannot be attacked by air or CVs, and have 50% less chance of being spotted by an attacking surface fleet. With a twelve hex range for night movement, I put the runner in raider mode and try to keep air cover available. When the enemy commits to crush your runner they may or may not engage, but either way they will be stuck in fleet mode and vulnerable. You can then swat at them with air units and CV task groups in fleet mode. I try to keep my fleet in a level 5 port within 24 hexes of these islands so I can use hit and run tactics. (Move in to cause an interdiction while you have superior effectiveness, then after the round of combat, retreat to the safety of the port.) Effectiveness is key to winning these battles. If the enemy counters your night move with a night move of their own, you can get some interesting surface battles.

I have done few more tests in hotseat mode. Here I have a Japanese fleet near to
Wake consisting of 1 BB / 1 CA / 3 DD. I have moved just one DD group and the port is not blockade. So 5 ships vs 1 ship is resulting in
Port Supply Interdiction no more blockade.
The rule says: "Enemy fleets next to that port prevent the blockade.". The number does not seem to count.

Correct. 1 ship will do it. Excluding torpedo boats and subs.

Well color me corrected. This must've changed silently in a patch at some point.
