Supplying resources to gained space ports without a colony seems broken

I received two space ports in my home system (without me having a colony). But i could never build ships there, since they where never supplied with necro stones and few other resources.
When i looked at the stock, it was set that they should have maintained a stock of necro stones but it was never delivered.
Worse construction ships considered these bases, since closer, if they can build mining stations... so i could not order to build mining stations except if i removed all components requiring necro stones from the mining station design.
Looks quite broken...
