CV vs CVL vs BB vs CA vs DD vs Sub oil usage

Based on this table and the research done on this excellent website:
http://www.combinedfleet.com/guadoil1.htm I am wondering why almost every type of ships are consuming 1 in the game.
Even comparing with WPE, the oil usage distinction was more clear.
SUB: 1 oil use
DD: 2 oil use
CA: 2 oil use
CV: 3 oil use
BB: 4 oil use
In WPP, there is no distinction between a DD group and a CV group. No distinction between a CVL group and a CV group. No distinction between a BB group and a CV group.
Is there no need to distinguish this?
As stated on the above website, oil was a determining factor to not engage heavy ships in the Solomons on Japanese side.
