Undo bug

Undoing a city overrun (displacing navy/planes) actually undoes the two-moves-ago action.

Not sure to understand, I have just try with Manila. The US unit there surrenders. Entering the city, the ships and planes were removed but I don't have access to the Undo button.

I don't get it either as I can't replicate it.
