Unable to Enter Hex

During my turn, playing The Great War 1914-1918, I am unable to enter a hex where I have a cavalry unit already present. The hex indicates the following...
"Location 47,101: Round 11: open,entrenchment:100%, (spotted)."
No unit is allowed to enter. My assumption is that because there was combat there during my opponent's turn, somehow the game is prohibiting my entry ("Round 11").
Is this by design or a bug?
