[1.0.2.1] Bug - automatic tax rate on colony can't go higher than 70%

Hello,
automatic tax rate on colony can't go higher than 70%, but that is bad limit. On home world dua all buildings and atefacts I can manually set 100$ tax rate and population is still 30% happy (yes thay are happily giving aal theirs salary to state
)
And I have other developerd colonies that that go more than 70%.
So please increase that limit to 100% or at least something between 90 - 100%
