What are those map overlay items?

Does anybody knows what the elements pointed at by the two green arrows in the screenshot below?
* What’s in the green circle?
* What the third greyish circle around the ship?

The selected ship is an enemy troop transport, which, after dumping troops on its ex-capital that I’ve just conquered, is preparing to escape my fleets buzzing around.

Ca you snap a shot of the enemy Troop Transport Load-out? Best guess is Outer ring, Long Range weapon, second inner ring another shorter range weapon and the Inner ring is PD range. A ship does not need to have actual PD to show that Ring as many weapons will attempt to shoot down incoming fire.
The bit in front of the Ship? No idea, but would hazard a guess it is a Tractor Beam or short range scanner...

Here's its design (hopefully that's what you meant by "load-out"). In the screenshot, I've highlighted the component that is at the position that seemed to be the source in the first screenshot: ion engines. Could it be that?

Totally plausible. It does seem to have more than one "spray pattern" and the ship has 2 Ion Engines. Will have to keep an eye in the future to see of I can spot other ships with similar overlays...
