Commerce centers in closed economy

I want to clarify how commerce centers work with the private economy in DW2. Without trade with other empires or independent colonies.
According to
a post from dev they generate trade income from transactions.

Finally, there is Bonus Trade Income. This comes from Commerce Centers and every time there is a trade, the Commerce Center will generate some additional income. With Commerce Centers on your spaceports, you'll get some straight trade income with each transaction, but it won't generally be as big as the tariffs, but it's also pure profit.
But what mean as transactions here? Is it only between different empires or does it include private sector too?
So to be clear, will commerce centers work in a closed economy if trade with other empires is almost nonexistent?

I guess it is the Bonus Income that gets improved by the Commerce Centers, because that is stuff the Private Sector is buying from you. ( Fuel, Ships, Resorts )

Well, I guess the same too. And what's all of it? Then putting a commerce center in every mining station is a waste. Because maintenance of modules is not worth the occasional trade.
So only refueling stations and spaceports need it. And one resort base because tourism is broken, lol.
Also I don't think the amount of gifts and maintenance of commerce centers on every mining station is worth trade with AI. Because AI has no economy and also because freighers cannot handle even my own logistics. Sending freighters to other parts of the galaxy when there is untouched stockpile of luxury in the neighboring system? No, it is not worth it.

For me it is more or less a habit I embrace.
Just put a Commerce Center everywhere, it's hurting anybody.
Also in my last start-over I realized that recreation centers give a whopping 5% maintenance reduction.
so I am putting them everywhere I can too

I agree about recreation centers. I use them in almost every design too. They are awesome and give (save) me more money than commerce centers on mining stations, I think.

No, thats the Medical Value of the Medical Center, which also helps against Plagues and Heals Troops onboard a facility with medical centers.
The other Bonus of Medical Centers is a 5% Damage Reduction but no bonus to Repair
Damage Control Units Start with 25% Damage Reduction and a Repair bonus.
and SF24 Repair bots, the follow up technology, is in my oppinion one of the best and most important technologies for your fleet in the whole game.
