What does "General Incidents +2" do?

I just researched my first diplomatic tech. The tech says "Diplomatic Incidents: General Incidents +2". I suppose this means that diplomatic incidents will generally be a little more favorable, or more frequent, or both? Is there a scale of incidents, and if so from what to what? That is, is this 0 to 100, in which case +2 seems pretty minimal, or is it on a scale of 0 to 10, in which case it's significant. Anyone know? Thanks in advance.

As far as I know it is just +2 approval for empire or independents of that species. You will see it on the diplomacy screen for relevant entities as:

"+2 | We appreciate your knowledge of our language."

or something like that.

I met a empire with my race ( I hate it when independents do that .. )

And I got the full diplomaty boni :

History and Traditions +6
Culture and Customs +4
Language +2
and
Immersion +3 ( you understand us completely ... come Kirk with us )

Described as Static Value with no trend.
Exactly the Names of the Research Topics.

Just as you speak of it;
For Human and Mortalen it reads like this:
Basic Diplomacy | Effective Diplomacy | Advanced Diplomacy | Complete Diplomacy
General Incidents +2 | General Incidents +4 | General Incidents +6 | General Incidents +3

There is not standing more info.
What do I miss? Do these General Incidents affect the other Headline?
Like you said, one has to understand the Help Pop up, it is not really that helpful at the first glance, not at the second, but somehow, when you know, it helps..

What I wrote down was from the Diplomacy Window.

When you go to research and mouse-over the research option to look at the details
it should read like this :

Effective Diplomacy Quameno Size 3200
Cultures and Customs

+x % to Research
12.4 Years
Initiation Cost
2000
Crashprogram
( to lazy )

Diplomatic Factors for Quameno
General Incident +4

Culture and Customs is just the tech title. Like Maxos Blasters.

It will generate a general diplomatic incident that gives you a bonus of +4 with everybody of that race except pirates.

You get a +2 permanent bonus in diplomatic relations with anybody from that race. You are basically putting in the effort to understand their language, customs, behavior and motivations, so you can talk more easily with them. This is done through research (scroll to the bottom of the research window and find the tech for that race, which should say "Basic Diplomacy: Race" or something like that). You get access to that research the moment you meet another Empire or Independent from that race (doesn't work with pirates or abandoned colony ships).

I can't confirm this, but it seems like it also improves chances that first contact will be good with anybody from that race (instead of angering them right away).

Every tech upgrade is cumulative. So at level 1 you get a +2. At level 2 you get a +2 AND a +4 (+6 in total) and so on.

General incidents is a terrible name for it though. If your government assured you all their diplomats were guaranteed to have +2 more incidents, would you feel reassured? I'm pretty sure "diplomatic incident" is a civil servant euphemism for "I may or may not just have started a war." :lol:

Yeah, it gave me a headscratch at first too. I guess they mean to say that it's just a general effort of different actions by the ambassadors to create a bridge of communication and some sort of exchange.
