Turn 18: There is an attack by Bomanz that seems odd. Result (and combat odds presented) show light mud, but in the soviet phase it shows heavy mud in the target hex and the hexes around it...

Weather changes between the German and Soviet player turns, not at the start of the German turn. This looks to be a German attack, so the weather reported in the hex is the weather that existed at that time. You are now in the Soviet turn, so the weather has changed (makes sense if you had more heavy rain, it has now progressed to heavy mud). This is WAD.The Soviet player knows what the weather is for both his turn and the next German turn. The German player doesn't know what the exact weather is going to be during the next Soviet turn as the weather changes after the German turn.
