couple of questions

those units assigned to OKW along with those divisions that come in at various turns should they be assigned to one of the army groups NORTH,CENTER,SOUTH? or left on OKW, seemingly without HQ assistance.
Those units pulled from the reserve, seem to be assigned to a HQ unit what decides where and what Hqs they are assigned? can I assign where i need them? Last ? can I assign these units as independent units on the map? ex A replacement Pzr bn that moves separately assigned to a group Hqs but not as an extra unit assigned to a division???

No on-map combat unit should be left reporting to OKH (the fortified units are fine). I tend to assign them to their target army when they appear and then move by rail (just helps me remember when I get a turn back etc)
Support units are assigned to a HQ or a combat unit. The Pzr repl battalions in particular are prob best sent to a weakened Pzr division and directly attached - they are then absorbed into the pzr division and permanently lost

what determines which HQs unit that the replacement Bns are assigned???

you do, You attach the support unit/repl pzr to a combat unit (the pzr division) - see 21.5.1 for how to do this

That I understand, but I must assign that support unit pzr repl to a unit within that HQs units, If I want that support unit pzr repl in a in a division that need tanks I have to reassign it to another HQs unit and then assign it from there at a later turn? Correct?? and can I avoid this by assigning it to the specific HQS unit that i want it to go?? Sorry for the confusion of my question

Yes, go to the unit detail screen for the unit you want to take on the support unit tanks. As long as it reports up the chain you should see the unit available when you click on Assign Support Units. If it's not available, either it doesn't report up the chain of HQs to the HQ containing the support unit, or there's another issue like the unit being isolated. So you should be able to assign it directly from OKH to the unit in most cases, without going through HQs in the middle.
