I have conquered all the colonies of my enemy (Mortalen Hegemony), and destroyed all their spaceports. However, the faction still exists and the mining statins/etc haven't flipped to me (I stole their map as well- no colonies)

Would someone tell me what I'm doing wrong here? Or is it a bug?

I think I encountered this in my first play through. I kept playing then all of a sudden they had a colony again somewhere else. I ended up quitting that playthrough.
