CLARIFIED - 1.06.2 - Same naval stack has intercepted three times

A naval stack is having two operation points in theory. That is why I am a little puzzled by this one. I am
90% sure that this naval stack has done three naval interceptions.
The first one is here. It fails but the combat logs indicates

Then, I move a DD group and another naval interception was done by the same naval stack.
Second one is here. And again, it fails but the combat logs indicates

As such, I moved a infantry division thinking the move was almost secured.
But, for a third time, the naval stack has performed a naval interdiction. This is the Surface Interdiction that we can see in the combat logs. As I said, I am
90% sure not
100%. Just, could you check the code to confirm it is behaving ok?
Or, perhaps, this is me not understanding the rules correctly.

Could it be linked to the Torpedo specialty? The 1st strike attack with 2 strength.

it is successful interceptions that are limited to 2 not attempts.
