Planetary adminstration buildings are needless micromanagement. They are always worth building. If you use manual control on colony buildings (which i suspect most people do) then they are also a pain in the butt later in the game when you need to try and upgrade 24 buildings across your empire.

Given that there is really no 'interesting decision' involved in building them or not building them, i suggest you just make the tech, when researched, apply the bonuses/costs to all colonies, and remove the actual act of building the facility at the colony.

I have facilities on "Suggest and Execute".

And as far as I can tell, these buildings are auto-upgraded when I have money. Without even asking.

Does the advisor overbuild for you? In a previous version I was getting Planetary Bastions and other Troop Buildings in places where I didn't need them and it almost bankrupted me.

It over-suggests for me. But usually I stop it.
I would prefer a "Save stuff for everywhere" list.´, about things it does not haveto ask (like Planetary Admin, all Upgrades not turning into a Empire Unique).
