Bug or feature - freighters don't balance stocks between colonies/space port

That's true at least for luxuries.
From what I have seen, freighters only do run from production sites to destination (colonies aka consumers) sites. And they will usually do that by delivering production (even if in overflow and beyond manual specification) to the nearest consumer site.
I have yet to see a "rebalancing act", where freighters will take part of the stock of a colony or space port (again, at least in luxuries) and 'help' a colony with this. Or I have been unlucky. And admittedly, my game is not that advanced. But that's the only reason why at this point my 2nd colony is not being showered by luxuries from my nearby capital.*
So I'm curious if that's a common knowledge and something you see, or there is something amiss in my game.
*: I have removed the usual culprits, i.e. too busy freighters, not enough freighters, not enough caslon, no excess luxuries.
