Government Worker

I tried to implement a new Government, but somehow it still seems to blow up the game and sadly I get no errorlog.
What I did so far was to enable the government a tweaked military dictatorship ( imperium of man ) in my race ( humans )
I fudged a few numbers and I hope I got all government biases covered.
But as soon as I meet the first pirates the game goes down sooner or later.
I guess there is still a government bias concerning the pirates somewhere, but I have no Idea which file.
