Hi
I've just run a test in Hotseat mode in the 1939 campaign and I was able to declare war on Panama with Japan.
So I wonder if there is something specific to the situation in your game. Is Japan already at war with the USA? If so then it is already effectively at war with Panama and no declaration of war is required.
