I haven't been able to refuel at any ally Caslon mining bases or planets, despite confirming they have an abundance and having a Military Refueling treaty.

Clicking refuel with the ship selected doesn't consider allies fuel depots, and even ctrl-right click doesn't give the option.

Am I missing something? Screenshot attached.

Check to see if their mining station's reserves are higher than their minimum level? (if the game allows you to see the other empires resources that is) ... you could cheat and bring up the editor to see what it is (if the editor shows this value).

It is above minimum. You can see it for allies of this level, at least. It's not just that one mining station, either. I have 9 empires with military refueling treaties and I cannot refuel at ANY of them.

Devs might benefit from a save file for this ... sounds like a bug, have you reported it?

I've established a defense pact and military refueling rights in a game and I can see that mining bases with 13K fuel but also 13K maintain levels will not allow me to refuel.

I suspect that the policy is the same for a foreign empire refueling as is the owner's empires freighters loading at mining stations. This would prioritize the owner's military and civilian ships refueling at their bases.

It could be working as designed.

I've experienced the same - I can't get ships to refuel at other empire's stations.

It could be working as designed.

To my understanding, that maintain level is only to influence freighter deliveries. They will deliver Caslon constantly until that level is reached and attempt to keep it there, but you can drain it all the way down to zero.

What might actually be a problem is the Reserved amount, which may be way higher than it should be. I need to investigate that further. Likely a bug. I cannot believe that not a single mining station or planet on this entire side of a 2000 star galaxy has a free drop of Caslon.

Just as an aside. Have you checked your own Mined vs required Caslon levels lately? I know myself, that it always seems that what I mine vs what my Empire needs, is always in the Red.

Yes, I have reserves and my ships will get fuel, but does the AI see it the same way? It may simply look at Mined vs Required internally and say "Sorry my ships/fleets get first dibs and at this time, we have a deficit!", despite what we know/see of the actual Allies Fuel situation.

P.S, Otherwise it is likely a BUG.

Mine's in the red, too, at -789.27/sec. Though I have stores of 3,029,676 units, so I think the production vs usage is a little questionable on that calculation.

I did go find an ally mining station that is both above the Maintain level and below the Reserved level. Still can't refuel. Perhaps more concerning is that I can edit their numbers. I'm sure automation will overwrite, but still.

Definitely a bug. I'll report it.

Even if I have 0 Caslon, I still can order "Refuel" on my planets. And my Spaceports.
This is not - and never has been - a question of having Caslon being availible in the station.

As far as production is concerned, note that a Caslon station on the other side of the galaxy will not do the planet any good.
Always try to get sources neary your planets and spaceports. So few freighters can transport stuff quickly
