CLARIFIED - 1.06.2 - Marines retreat rule

I would like to clarify the rule here. In the manual, it says:

Marines may move from beaches and coastal hexes to any other beach and coastal hex. So this is exactly what I have done between the hex North of Namuga to Guadalcanal to see what was the enemy unit there.

The Marines unit was attacked next turn as expected.

But instead of retreating, the Marines division surrenders.

I would have expected the exact same rule to apply for retreat i.e. that the Marines division would have retreated in the North of Namuga since they can move from beaches and coastal hexes to any other beach and coastal hex.

Is it a wrong interpretation?

The special move is exactly that only. Doesn't allow for retreats across water in a hurry.
