Please confirm:

1. I have a train connection (with my major country) - city/mine/oil max 8 size? I get MPP?

2. I have a convoy made of this minor country - city/mine/oil max 5 size? I get MPP?

3. I do not have a train connection & I do not have a convoy - city/mine/oil max 5 size? I get MPP?

If yes - that is, it is better not to have a convoy. Deliveries MPP are intact (deliveries cannot be destroyed by submarines).
It makes sense?

You are right in that it can be better not to have a convoy as a convoy is vulnerable to enemy raiding.

Though convoy income will also be greater if the resource strength rises, e.g. if it is connected to a Major country.

It would be good to change that.

For example: currently, Dutch East India brings Japan income only after five turns - the activation of the convoy.

Maybe in countries without a convoy - reduced city/mine/oil max 3 size?
