CanofWhoop sent me a copy of the scenario and database that were working for him. From that I figured out what was killing the Database rebuilds. Apparently the Su-33 Flanker D's on the Russian carrier had an old AA-11 missile that wasn't in the new databases (probably the missile was tweaked in the new C:MO DBs and not compatible). So given that info, I rebuilt the Carrier Air Wing on the carrier and then the scenario was rebuilt to the latest Database V493.
