England surrendered Mpps

Despite England is surrendered still making lots of Mpps (actually 6689)
am playing axis against AI, and am asking, if thouse Mpps from England, are; if the Capital LONDON is reconquered by the allys.
My question is about, thouse Mpps from England are impossible to take by Axis (there is no capital in Australia; the Capital still LOndon)

Any MPPs it is collecting will be from UK Minors who are still in the war, plus if there are any UK resources still in Allied hands.
So conquering Australia and New Zealand for instance will decrease the MPPs being collected.
These MPPs can only be spent on purchasing and reinforcing troops belonging to UK Minors, i.e. they cannot be used for research or diplomacy.

what am going to do is let the americans taken London (they are sending amphibious transports to UK, so once the american liberate London am going to take london again if possible, i want thouse Mpps for minors countrys¡¡
also i want to see if a retaken London by axis, then; move his capital to Canada or Australia.
