[1.0.3.1] stalled jumps

I've been seeing this for the last few builds. A few ships in each fleet will sit ... for... ev... er, in "jumping" mode - but far out of line with the jump initiation time.
this is how they appear. there's no indicator in-game as to a count-down to their allowed jump time - just that flashing indicator that literally persists for game-day upon game-day, a month or more, waiting for a ship to jump. This is a Kaldos equipped drive from a salvaged ship - so it should be 8 sec. I've stood there waiting for it to jump for half a real minute without it budging - while most of the ships in that fleet long ago jumped & are 1/2 way across the map.
Happens to my natively built ships too. Seems to indicate a bug. I'll watch as a ship burns up 25% of its fuel in this mode - not moving, just burning fuel rapidly.
Attached is the save game with an example of this that's been going for a while. it will eventually jump. Just ages & ages after it should.
