Is there any hot keys to cycle through bases and better yet the different kinds of bases?

Y and Shift+Y cycle through the construction yards.

You can find this and other cycle settings by going to Settings and choosing Key Mappings. The entries for cycling through items are near the bottom.

I know of those but I can't find anything for research or mining bases. That can be a lot of bases to struggle with on a 2000 system galaxy when you want to upgrade them.
