AI embarks only 1 unit per turn per command

Added bug 5 to my main post but wanted this to stick out a bit.

This is one of the reasons why the BEF gets partially hammed when AI controlled but if Human control it can escape easily

#5 - Transport AI (use the evac of BEF as example) will only load 1 unit per turn on to a transport. Even with multiple units assigned to the Transport AI command (yes it has MP to do it). AI should embark all units (as long as MP is present), a human player can do this so the AI should even if multiple units on the same port.

The AI can load more than 1 unit, it just depends. For example, it could be that only one unit was adjacent to a port and the others need to get adjacent to the port, or it could be that the other units are protecting a city/town that is in reach of an enemy unit and will in this case not embark as it determines that situation is potentially worse.

There are ways around this, one thing I do is have the AI GUARD a position that is close to where I would like it to transport, e.g. ports away from the front and then when the units are in position, cancel the GUARD plan and at that time engage the transport plan.

It finesses the units to behave more specifically to what we want them to do, as opposed to some of the default behaviour getting in the way.

This could be a way to handle your German troops transporting south from Italy to Libya as well, as an example.
