If I have to design private ship designs, then why cannot I also retrofit them manually?

I have my own designs for miners, but when I click on an existing miner (with older design) I see no button to send it for retrofitting. What am I doing wrong?

You do not have control over the Private Economy Ships. Period.
As Merchant guild you can control miners. And I think you can order a stop. But that is it.

As the Private Economy has to pay for it, just leave "Auto Retrofit" enabeled in Design options. And let them deal with it over time.
