Cash on Hand Issue after Changing Governments

I have changed my government from Democracy to Way of the Ancients. There are increases across the board so I assumed this was a better option.
The issue I am having is accumulating cash on hand, it appears I am not getting the bumps from the private economy like I was with Democracy. My cash flow is actually higher ranging from 50K to 171K. This is making it difficult to crash research, build projects and purchase ships.
Is this intended with this government or am I running into a bug?
