One of the victory criteria is to sign mutual defense pact with 15% of the galaxy. I've neen playing scenario a long time but I cannot get any other race to sign a pact probably because it's not one of the options available. As you can see I've a few I should be able to, I think. The one I do have I chaeated and used the editor, mainly to see if there was such a thing.

Why, what etc.

Are you using your diplomats?

In my games I found that diplomats can make a big difference. With a decent diplomacy bonus they can lift your rep with an empire quite a bit; often enough to get them to agree to what you want.
