Reliable Estimate of the Weather Condition

Living Manual Section 8.2, p.185.

D-Day demonstrated that the Western Allies had better weather forecasting capacity than the Axis. It is no doubt about it. To make it happened, WitE2, thus, determines (1) "the weather condition during the Soviet logistic phase" (??) and (2) "most Weather Fronts affecting the game map originated from regions(??) where the Soviets had better weather forecasting capacity".

The amount of water added to/subtracted from each hex during the Soviet logistics phase does not change during the German Turn. The Soviet player and the German player see the same circles in the Weather screen. If the same information are provided to both players, why the abovementioned arrangements would make to the Soviet's advantage?

because the same information is not made available to both players - the chance of error on the axis view is higher.

also the Soviet player knows what the weather will be in the axis phase, the Axis player can only guess at the conditions in the Soviet phase.

If it is just made the chance of the error high, it is no need to make the change of weather in Soviet turn. Under the same turn, it would have the same effect.

The Soviet player also guesses too in the following Soviet logistic phase.
