I am a bit lost...

Numbers do not add up.
I have yet to spend any PP for any country.
Any one have any ideas?

Are you using Upgrade Only? Or Repair Only option?

Perhaps this is linked.

The current idea is that Upgrade Only or Repair Only does not check the limit indicated in Reinforcement/Upgrade and is consuming PP. I did not had time to check this theory yet.

If you can help to reproduce, it would be great.

They appear to check the limit in Reinforcement/Upgrade best I could tell.
I do not ever notice the usage go over. NOW I could be wrong.

This is difficult to test but I can try at some point.

I will keep an eye in my current game...but rarely notice it.
Just have to watch for one turn you can not build a large corps.

I finally figured it out in my more recent game...

It is the Finnish Winter War BUT the production comes out the turn AFTER it tells you it is.

So you get the report...and I assumed the production came out that turn.
Wrong.

Production is calculated at the start of the turn but it might be after events. I forgot.
