Seems this battle was in hand for the defender which was ordered to hold, however, they still retreated. Guessing because it was a recon unit? Is there a way to override this? I might have even had it set to hold at all costs. Either way seems should be a way to hold in these favorable defensive battles? It was holding a key city, that is why it sucks

A recon unit will attempt to hold a position if issued a Hold at all Cost defense order.
