Jump-starting Private Economy

In one of my zones, private asset development has stalled, for a long time (many dozens of turns). I believe it was originally stalled due to private population shortages. During the time of low population, financial assets in the zone accumulated unused. I worked hard to bring the population population numbers above the available-jobs level, expecting that the zone would begin to invest in private asset development.

But, no... even though there has been enough population and far more than enough credit for several turns, the zone is still stalled and not building assets. (At the risk of compromising intelligence information with adversaries on the planet, I loaded the image below to show what I'm talking about.)

Is there anything else that is needed to jump-start private asset development?

That's low pop surplus. Farm takes 10k for example, get more, much more private citizens. I think they try to keep some free pops, too.

Lower taxes and use the appropriate investment stratagem cards.

build government welfare like hospitals, education, etc. and never push a zone above the level of your welfare infrastructure no matter how many times the governor asks to upgrade.

make sure the zone has population draws like villages. change zone boundaries if necessary.

pump more of your points into discovery of natural resources. such resources close to existing travel routes make private investments in such resources more likely.

infuse colonists for your workers and avoid taking military/colonists from the zone.

check your governor's stats.

beware of the impact of the three C's ... cults, crime, corporations.

not every zone needs to be powerhouse. some can be focused on the state's needs.
