Xefaris territory. Zone is adjacent, I think I used stratagems on it in past. "Strat" button is absent, zone can't be chosen in spy deployment dialog.

If fact there is NO zone (as their territory does not have any city/freefolk/hex perk). Its a bit gamey i admit, but thats why.... you need a Zone to send a spy. Thanks for reporting.
