modding save file: erasing inactive subunits

at times non existent subunits of larger formations seem to get labeled as "inactive", three examples:
- 23rd australian bde, normally to be formed by Gull/Lark/Sparrow Btn, non of which exist anymore, non of which can be reformed because of disbandment, yet the 23rd bde has not been wiped from the 8th AUS Div organisation table
- VP23, starts as a divided air unit in the central Pacific. Its second detachment got destroyed on the first turn, since then it is shown as "inactive", making it impossible to form the parent unit VP23
- (not on the picture, because a different game in the past) a chinese cavalry unit, which had been manually split into 3 parts, one of which surrendered to an enemy attack. Making it impossible to reform the cavalry unit, because this one subsection was being marked "inactive". It was not resurrectable. It did not auto respawn due to the special chinese mechanics - because all of this: auto respawn, respawn by political points only work for complete units (i.e. with a real name), not for split off subunits.
How can a user erase these inactive data glitches from his files? Alternatively, are there any ways to bring inactive units back on the map, in what shape or form however? Alternatively, are there any ways to bring inactive units into the "list of destroyed unit" to be resurrected manually? Alternatively, other practical ideas?
