Effect of changing SPying & Intelligence setting

The % increase can be changed from 1% to whatever. If that is changed, does it affect the rate of research AND the chance of spotting hidden units? It seems to but I just want to confirm that, please.

It will definitely increase the percentage chance of spotting units per turn, and for the relationship with Research, these two threads will likely answer all questions as it can be a bit indepth to understand it all:
