[bug?] Congestion does not reset on "undo"

While planning, I noticed that for every unit I move through a hex, the hexes' move costs go up by 0.1, which is fine according to the manual (p. 71, Congestion). If I understand it right, congestion happens to a hex regardless of roads and road movement.
However, when I undid my planned moves, the costs did not get reduced accordingly.
I'm not sure if that just affects planning stage or indeed carries over to resolution.
