It creates an air combat TF, but only CVEs can be selected, no CV or CVL.

I think that CVE missions are not penalized for being in a costal hex whereas other air TFs are. Perhaps someone else can say for sure.

The coastal hex penalty depends on the ship type, not the mission type, and is limited to coastal base hexes, not all coastal hexes - means CV/CVL operate at 50% in coastal base hexes. The mission types are mainly to help the automatic ship selection (which probably isn't used much) i.e. to tell the AI to create an air combat TF with CV/CVL or an air support task forces with CVEs.

I use it for my CVEs because it shows up on my TF list as a CVEscort and not as a Air Combat TF. Makes finding it easier
