I am just wondering why Australian are not considered jungle fighters in 1943?

What effect does jungle fighting ability have? maybe Australia starts with it like Japan?

This is a bonus for unit fighting in jungle. Only Japan has it at start, no one else.

USA will have it in 1944.
UK and India in June 1943.

I am wondering why Australia is excluded. Their fight in New Guinea in 1943 was mainly in this environment.
