Rule on Properly Constituted Units

Does the rule that it is impossible for *single* corps or armies to attack properly constituted and dug in defenders, cited on page 42 of the manual under the Section 'Tactics and Other Hints on Play', still apply?
As a result of this rule, I spend the first turn of the game reorganizing many of my korps to ensure that a Panzer Korps has at least two Panzer or SS Divisions, one Motorized Division, and an artillery unit, and that an Infantry Korps has at least two Infantry Divisions, an anti-tank or Assault Gun unit, and an artillery unit. Still, it does not seem to stop the Soviets from hurling their Armies in seemingly suicidal counterattacks on my troops.:confused
