Am I mistaken or is it possible for both the Allies and Axis to meet the minor victory conditions simultaneously in the Race to Victory scenario? Axis holds Berlin, Rome, Paris, Tokyo, Seoul, Manila and Leningrad or Stalingrad. Allies hold London, Moscow, Washington D.C., Chunking, Delhi, Canberra and Cairo.

Yes and no, because the Axis victory conditions are triggered first in this instance, and so if they hold those places listed, they get the Minor Victory.

But if they don't then the Allies will get a Minor Victory if they hold their own objective locations.

I am sorry, but my thick skull doesn't quite understand your explanation. Last turn of game. Each side is in control of the above cities. Allies make final move of game, correct? But Axis wins because it went first? I am still a little confused.

It's not based on who goes first, simply that the scripts are read in order and the Axis Minor Victory scripts are higher in the script file than the Allied ones.

So the Allies need to stop the Axis from gaining one of the relevant cities that would win the Axis a Minor Victory, and if they do, while holding their own Minor Victory locations, then they'll get an Allied Minor Victory.
