Base Infographic parethesis (what?!)

Been playing this game a few months and I still can't figure out half of the stuff on the base inforgraphics.
Questions!
Detection: What does 9/11 mean? It never says 9/9, or 10/10. It's always something like 9/10, etc. I am running daily recon missions to these places, will it ever reach 100%? What does the slash mean here?
Value to: What is the number in parethesis mean compared to the regular number? Example, Japan, it says 70(5). So do I get 70 points or 5 points?
The rest of the parenthesis in the values below make sense to me, but these don't.

Also note that industries get an extra +1 on their level when you do the mouseover view before visiting the base. After clicking on the base and looking at the industry, a subsequent mouseover usually shows the correct value.

Hmmm ... the manual (section 10) states that "... each base, has a Detection Level (DL) and a Maximum Detection Level (MDL) both between 0 and 10."
Your screenshot shows "9/11". If the "9" is the current Detection Level (DL) and the "11" is the Maximum Detection Level (MDL), then it would appear that you have exceeded what the manual states should be the MDL. I'm sure there's a logical explanation; unfortunately, I don't have it (I'm a noob), but others no doubt will.
As for base values, my understanding is that the value without parenthesis is the current value of the base. In your example, the Japanese will gain 70 victory points, and the Allies will lose 280 VPs, if Batavia changes hands. The values in parenthesis, again as far as I know, are some sort of stock, or default starting value, based on port size and other attributes associated with the base. I did read an explanation of these calculations somewhere, but can no longer find the reference. As for the manual, I could not find anything specific that deals directly with the Victory Point values of individual bases and how these are calculated. Again, I'm sure others on this forum will be able to elaborate.

It is VP value added per each additional level of port or airfield.

My understanding of the MDL is that there is a lingering effect where some of the MDL from previous days can be carried over to the current day. So you might have an MDL of 9 based on events that happened just before you looked at the base, but a carryover of some points from previous days. This is to abstract the development of a "picture" of the recon target based on multiple bits of info gathered over time.
The base value thing is simple - some places are more strategically valuable than others so they get a multiplier that applies to levels of port and airfield developed. The multiplier can be different for Allied and Japanese sides. Otherwise, its one point for each port level and two points for each AF level. Forts and industries don't count for VPs.

Searching for some info on MDL, just wanted to put this example of a 10/16 Maximum detection level
A lot of chinese units besieged: 12 corps, 12 other types, surrounded by 4000 japanese AV and all the artillery available
I am doing daily recon here with 40 planes, at least 10 or 15 days

My interpretation of the statement that "MDL is between 0 and 10" is that this is the range of MDL that goes into the relevant algorithm (for determining the quantity and accuracy of information about the base). That is, if the displayed MDL = 14, then only 10 is entered into the algorithm.
On the other hand, the point of having "displayed MDL" > 10 is to give a benefit to a player who has racked up a lot of information over time about a base. Even if recon/combat/etc stops (and DL is low or even zero) and so displayed MDL declines, MDL remains above 10 for a few turns (and so the player continues to get the most information possible about the base) as displayed MDL declines from 14 to 13 to 12, etc but the number entered into the algorithm continues to be 10.
At least that's what I guess.
