Is there anything in the Pipeline on trucks?

Have been playing the campaign now and are now in January 1943. Generally speaking I like what happens. What I do not like is this truck issue where you can refit a unit but it does not attract anymore trucks. From what I see units that go to national reserve - or say on Belin hex NSS do not seem to attract anymore trucks either. But if you send them to a theatre box especially the Western Front it seems to attract a lot more trucks to the unit.
I have also had the situation where units have 100 or 200 more trucks than they need when units next to them have 500 less than they need. It's just a bit silly.
I think it is fair to say that an HQ needs a button ( using the admin rating of the General I guess) saying truck priority or something like that. Most of my offensives have had to stop because of a lack of availability of trucks. Not men, guns or tanks, but there are usually plenty of trucks around. The MP cost of attack are so high even a slight shortage means Panzer and Mot Divs are sometime useless even in the middle of summer.
I have no problem with there being a shortage of trucks but we should be able to decide which units attract the trucks that are available generally. They are after all choosing the tanks and guns.
I think this is an issue that needs tackling.
