I walked a civilian VC unit into a American controlled hex that I assumed was empty (Fog of war didn't see a unit there) The VC civilians were killed by ambush automatically. Is my opponent losing points due to this?

Yes, probably

That would be a tactic that needs to be addressed so that civilians aren't included in the auto-ambush.

Question:

Was it an armed civilian or regular civilian?

If it was armed, then that is normal.

If it was a regular civilian, then that is an issue.

Regular civilian I believe. Its the Vice scenario.

Better, three save files: the latest, and the OLDER and OLDEST versions also.

Civilians in the game are interesting. The game has a revisionist view of them. The U.S. leadership cut their teeth more or less, during World War 2 and Korea. They were not shy about civilian deaths. The same leadership had the SIOP plan for nuclear war. The communists, from the north didn’t care about Viet Cong being killed. Any dead civilians in the south are good for propaganda purposes. If there Viet Cong there will be less political power to share when the country is unified under the Hanoi government. Civilians do make the game more interesting maybe points should be given for not killing them. Now that sounds politically incorrect.

The game comes with two flavours of civilians

Those that cost you points when they are killed and those that gain you points when they are killed.

It's up to the scenario designer to include the right ones for the mission in the scenario.

So, if you want to have a scenario where you're conducting a genocide, gaining points for killing off unfriendly civilians. Well, you can do that too.
